About the Team

The Council’s Environmental Services is dedicated to meet the needs of the Borough now and in the future, developing initiatives and implementing policies to help our citizens reduce their waste and increase recycling from homes and commercial properties, reduce the amount of litter and fly tipping on streets across the borough, as well as running educational and promotional campaigns.

An opportunity has arisen within our service for an Environmental Enforcement Officer, part of the Special Waste Enforcement Service, on a Fixed Term Contract.

As part of a wider team, and in partnership with our Service Providers delivering clean streets to our citizens and residents, you will hold people accountable for their actions. This will involve undertaking investigations and enforcement actions for littering, fly-tipping, and non-compliance with household waste and recycling schemes. You will be able to communicate well with residents, who may not want to hear what you have to say, but you will be speaking on behalf of the majority of residents who expect a clean and tidy environment to live and work in.

You will have excellent communication skills. You will also have a clear idea of street cleansing standards and the Code of Practice for Litter and Refuse. We are looking for an individual who will help the team deliver streets free of litter, dumping and fly-tipping across the Borough.

You will need to have experience of managing projects, an excellent understanding of data and performance analysis and a good knowledge and understanding of all relevant legislation including the EPA 1990. You will be a team focused player, able to manage taskings and ensure that service plan objectives and milestones are achieved within set timescales and budgets.

Key Responsibilities:

  1. To work effectively as part of the Council’s Environmental Services team, delivering corporate objectives through the work of the department including the principals that underpin our Cleaner Greener Hounslow programme.
  2. To work as part of multi-disciplinary project teams and working with Service Providers to break down departmental barriers and ensure the delivery of transformational projects to achieve the One Hounslow programme objectives
  3. To produce high quality prosecution statements, case files, statutory notices, warning letters and educational material to support Council action to tackle offending behaviour.
  4. Ensure that performance targets are achieved in respect of case management and enforcement activity.

Your Skills:

  1. Experience in gathering evidence and following necessary protocols including PACE
  2. Knowledge of the current environmental crime related issues in London and knowledge of the relevant legislative framework.
  3. Detailed knowledge and understanding of the relevant provisions outlined within the Anti-Social Behaviour, Crime and Policing Act 2014, Clean Neighbourhood an Environment Act 2005 and the Environmental Protection Act 1990.
  4. To have highly effective communication skills including presentations to public.

Essential for The Role:

  1. To have a demonstrable background and experience in Environmental Enforcement using powers from relevant legislation.
  2. To have a driving licence valid in the U.K. for a minimum of 1 year for use with your own vehicle or a Council pool vehicle.

This post is considered by the authority to be a customer-facing position; as such it falls within scope of the Code of Practice on English language requirement for public sector workers. The council therefore has a statutory duty under Part 7 of the Immigration Act 2016 to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements.
