The Office of Rail and Road (ORR) is the independent safety and economic regulator for Britain's railways and the independent monitor of Highways England. We are here to ensure the network operates safely.

This role will be ORR’s lead on making step changes to our approach to environmental and sustainable development issues in rail. The role will focus primarily on environmental policy (in particular relating to UK net zero targets but also other policy areas such as air quality and biodiversity), but within the wider context of sustainable development. The role will be highly visible, with Board level interest.

You will lead the development and delivery of policy projects to improve how ORR regulates the rail industry in relation to environmental issues. These initiatives will enable ORR to support and incentivise the industry to deliver UK and Scottish government goals.

Key responsibilities include:

  • Create and deliver a robust project plan for policy activity, meeting Board requirements;
  •  Lead the revision of ORRs existing external sustainable development and environmental policies, through informal and formal industry consultation;
  • Work closely with key internal contacts (e.g. engineering, safety, policy and legal teams), industry stakeholders and lead work with external consultants;
  • Lead the drafting of internal and external policy papers and consultation documents, with responsibility for securing internal approvals, including at Board level;
  • Work with ORR’s internal teams to review existing internal processes and policies to identify a proportionate level of activity and resources which will be needed to deliver key activity in relation to future environmental and sustainable development issues.

Essential skills/experience:

  • Broad range of experience in the field of environment and sustainable development;
  • Policy development experience;
  • Project management experience;
  • Stakeholder management.
