About the Team

Environmental Services are looking for highly motivated individuals to implement and monitor the council’s strategic and corporate programmes for Highway Maintenance and Street cleansing, in partnership with our long term PFI Service Provider.

The team is dedicated to meet the needs of the Borough now and in the future, developing initiatives and implementing projects to help improve the standards of our public highway areas across the Borough of Hounslow.

Making Hounslow Cleaner and Greener; a place where our residents enjoy working, living and visiting, is a key priority for us as a Council. As part of the Cleaner, Greener Hounslow campaign, our team is responsible for delivering the principals and actions towards achieving our goals.

You will need to have a keen interest in the environment, and experience of working in the highways and/or street cleansing industry. You will be responsible for ensuring the delivery of highway maintenance projects, coordinating a range of highways, street works schemes and environmental projects and liaising with key stakeholders, service providers and other external parties to ensure smooth delivery of the programme of works. You will need to have experience of managing projects and staff, an excellent understanding of data and performance analysis and a good knowledge and understanding of all relevant legislation.

You will be an effective manager, able to delegate tasks and ensure that service plan objectives and milestones are achieved within set timescales and budgets and the position will have a key role in commissioning non-contract works. You will be a strong communicator, being able to effectively coordinate and liaise with colleagues and team members of all levels from within the organisation and with service providers.

You will be responsible for managing a team of Monitoring Officers out in the field.

Key Responsibilities

  1. To work effectively as part of the Council’s Environmental Services team, delivering corporate objectives through the work of the department.
  2. To work as part of multi-disciplinary project teams to break down departmental barriers and ensure the delivery of transformational projects to achieve the One Hounslow programme objectives.
  3. Monitoring and documenting all projects and updating the database to ensure compliance to the Contract Specification.
  4. To ensure high levels of performance are achieved at all times by our Service Providers and Contractors.

Your Skills

  1. Ability to develop and implement the Council’s strategies, policies and programmes for Environmental Services.
  2. Ability to review and assess projects and policies for accuracy and continuous improvement.
  3. Ability to effectively manage members of the Environmental Services Team to ensure service plan objectives and milestones are achieved.
  4. Ability to manage, develop, implement and monitor a broad range of highway and environmental projects, programmes and initiatives, through prioritisation and effective delegation of work.

Essential for The Role

  1. Essential to have a background in Highways and/or Street Cleansing.
  2. Must have a driving licence valid in the UK

This post is considered by the authority to be a customer-facing position; as such it falls within scope of the Code of Practice on English language requirement for public sector workers. The council therefore has a statutory duty under Part 7 of the Immigration Act 2016 to ensure that post holders have a command of spoken English sufficient for the effective performance of the job requirements.
