The Asset Management team is responsible for the provision of a responsive repairs service to deal with day-to-day disrepair issues on the Association’s properties, and a planned maintenance service to ensure that tenants’ homes are well maintained and in good order for the future. Energy procurement and Environmental sustainability is becoming key to Octavia Housing decision making and forward planning in all areas of delivery. Therefore working alongside government targets and legislation on metering and billing will be key to ensuring Octavia remain compliant and VFM is maintained. . The Asset Management team, working with contractors and other partners, aims to provide a first class service to tenants, colleagues, and other stakeholders.

The purpose of this post

To take the lead role in developing, updating and monitoring delivery of Octavia’s Environmental strategy. To take the lead in procuring electricity and gas for all Octavia’s sites. To work closely with our Development team in organising utility contracts, metering and billing contracts, and to support the handover process to ensure there is a clear understanding of responsibilities for ongoing maintenance and servicing of Mechanical & Electrical services.

What is the focus?

  • Development and overview of Octavia’s Environmental Strategy
  • Ensuring VFM in Energy Procurement.
  • Ensuring metering and billing contracts are in place and income/outgoing are reconciled
  • Advising residents on Energy reduction matters at resident events.
  • Working closely with the development department on handover of new build schemes.
  • Working closely with colleagues to ensure energy reduction and environmental improvement to the stock.

Key tasks

  1. Own and keep under review Octavia’s Environmental Strategy. To include providing reports on progress both internally and to organisations such as SHIFT as and when required.
  2. To set targets for energy reduction working with existing budgets
  3. Oversee the registration of all communal heating system to comply with the heat network: metering and billing regulations.
  4. Specify and commission, for new schemes, the metering and billing agent to ensure compliance and that the right tariffs are being charged.
  5. To be responsible for tariff setting, monitoring of the efficiency of systems and how we procure gas as well as monitoring the costs of the metering and billing.
  6. To co-ordinate and liaise with internal departments involved in the metering and billing process:
    1. Development- when setting up new properties ,ensuring compliance and commissioning billing agent
    2. Asset Management - ensuring meters are maintained and systems running efficiently
    3. Finance - billing and service charges and tariff setting
    4. Home Ownership - service charges
  7. Purchasing of the bulk gas and electric contracts. To include account management (maintaining/ monitoring relationships and reconciling income and outgoings)
  8. To monitor the changing price of energy supplies and assess the impact of changes on the business.
  9. Checking on schemes where we do not set tariff that charges are fair to our residents.
  10. Monitoring energy usage across the organisation to include analysing data on the efficiency of systems. To provide reports on energy usage as and when required
  11. Creating training guides for staff and managers regarding energy management and ways to reduce consumption. To include deliver 1:1 and group training workshops which highlight the importance of reducing energy consumption
  12. Keeping up to date with changes in energy regulation and providing guidance on changes for colleagues. To include keeping up to date with industry standard best practice.
  13. Work with the Home Ownership and Commercial Services Assistant Director to ensure legal agreements including tenancy and lease agreements are contractually up to date with regards to metering and utility charges.
  14. Manage the Green Doctor service in conjunction with the Royal Borough of Kensington & Chelsea.
  15. To manage budgets as allocated (up to £150k) and to maximise grant funding for energy works.
  16. Set and maintain strategies which address the impact from poor energy efficiency (such as condensation)
  17. Close working with the Development team on a number of related projects to support the smooth handover of new schemes.
  18. On a rota basis cover for out of hour emergencies.


How will the post holder know if they are performing?

A number of performance targets will be planned and agreed each year with the line manager and these will be monitored at regular meetings. Regular feedback will be provided by the line manager and opportunity provided to discuss any problems, personal and team matters and personal development issues.

Tenant/client involvement is an essential part of all roles within the association and all are expected to support the policies and procedures relating to the involvement of tenants/clients and to contribute to the association’s action plan.

In order to do their job the post holder will be trained and coached in the procedures and policies of the Association. They will be expected to familiarise themselves with the association’s procedures and policies and to seek advice and guidance from the line manager if required.
