Job purpose and background:

CDP has an exciting opportunity for a highly motivated individual with proven self-starter skills to become CDP’s technical expert on states, regions and sub-national governments in regard to climate change and supporting them on their pathway to achieve the goals of the Paris Agreement. The Senior Technical Officer will provide thought leadership and technical expertise on states and regions including GHG accounting, GHG mitigation, risk identification, resilience and adaptation to the cities, states and regions team and wider organization. The focus of the role is to improve CDP’s annual states and regions questionnaire covering CDP’s thematic strategies as well as to produce comprehensive and up to date reporting guidance documentation for states and regions disclosing through CDP.

Over 500 city governments and 100 state and regional governments worldwide use CDP’s system every year to report their progress on tackling climate change. Key responsibilities include:

  • Provide CDP with technical expertise on states and regions including GHG accounting, GHG mitigation, risk identification, resilience and adaptation;
  • Improve CDP’s annual states and regions questionnaire covering CDP’s thematic strategies which is sent to over 100 sub-national governments worldwide;
  • Produce comprehensive and up to date reporting guidance documentation for states and regions disclosing through CDP, with detailed examples;
  • Ensure and oversee the correct authoring of the questionnaire and guidance;
  • Stay at the forefront of environmental reporting standards for states and regions - new protocols in development and pros and cons of various approaches;
  • Prepare presentations and present information internally (to colleagues) and externally at key industry events (to states and regions and stakeholders);
  • Represent CDP’s CStaR team on key external technical working groups regarding states and regions and climate change;
  • Write and proof-read technical documents and reports;
  • Analyse data for reports in collaboration with other team members;
  • Develop methodologies to assess states & regions responses;
  • Work very closely with the Senior Project Officer, States and Regions to ensure stakeholder requirements are reflected in the technical work;
  • The precise description and nature of your job may be varied from time to time, and you may be required to carry out other duties as necessary to meet business needs.

Required skills and experience:  

  • Subject matter expertise on sub-national governments and climate change with knowledge of greenhouse gas inventory methodologies used by sub-national governments including but not limited to IPCC Guidelines for National Emissions Inventory
  • Demonstrable knowledge of one or more of the following with regard to sub-national governments: drivers of deforestation and water security, resilience and adaptation, risk mitigation
  • Strong written and verbal communication skills
  • A high level of self-motivation and drive
  • Good experience of Microsoft Word, Excel, PowerPoint and Outlook
  • A positive and enthusiastic team player with the ability to work under pressure
  • Attention to detail and commitment to achieving high standards
  • At least 2-3 years of prior work experience in a similar role

Desirable skills and experience:  

  • Previous experience of producing written research outputs
  • Experience of engaging with the public sector and an understanding of the sub-national stakeholder landscape is advantageous especially for Brazil, Mexico, India and South Africa
  • An interest in working for an environmental NGO
  • Experience with Microsoft SharePoint as well as web publishing software

The Senior Technical Officer role is a full-time role based in CDP’s Central London Office and sits within the technical reporting team. The successful candidate will be expected to work 5 days per week. You will be offered a 15 months fixed term contract starting asap.
