Job Purpose:

The post will be in the Waste and Resources Group of the Regulation and Permitting department. The key purpose of the job is to deliver NRW’s contribution to the LIFE SMART Waste (LSW) project. This is a project led by the Scottish Environment Protection Agency (SEPA) and co-funded by the LIFE+ Programme. The overarching goal of the LIFE SMART Waste project is to demonstrate innovative ways to understand, tackle and reduce waste crime. Although SEPA is the lead organisation, NRW is one of three other partner organisations that will contribute resources to the project. The project will run until 2019. As a member of the LIFE SMART Waste team, the post holder will contribute to the delivery of the project plan.

The post holder will lead on:

  • delivery of the LSW interventions approach in the analysis, design and implementation of partnership interventions to reduce waste crime in Wales;
  • design and co-ordination of a partnership group involving other UK environment agencies; to exchange and consolidate learning and drive innovation in our understanding and use of waste flows approaches together with its application in tackling waste crime;
  • development of an innovative methodology for the use of waste and other data to provide regulators with an enhanced, live picture of the movement of waste and to provide recommendations on where regulators and investigators should focus enforcement or other interventions activities; produce guidance for regulators in implementing this approach
  • the provision of a robust evidence base in support of policy recommendations relating to the submission, validation and use of all waste data and its application in tackling waste crime.

Job Specific Criteria:

The post holder must have broad experience of waste regulation and data, and must have proven ability or potential in the following areas:

  1. Partnership working and collaboration with government, regulatory agencies and industry, preferably on environmental issues
  2. Understanding of the causes of waste crime
  3. Practical experience of quality assuring data and working with waste data
  4. Ability to work on own initiative, strong organisational skills and a self-starter
  5. High communications skills and effective interpersonal skills
