Job Purpose:

To technically assess complex environmental permit applications, including those for sites of high public or political interest, from a variety of process industry sites, working with a range of internal and external stakeholders to ensure the decisions taken are protective of the environment whilst supporting economic growth.

To lead and support on non-routine strategic permitting related work needed to ensure NRW are issuing effective EPR permits in line with changing legislative regulatory requirements.

Responsibilities:

Setting direction

  • Lead on the technical assessment and decision making process relating to environmental permit applications in line with NRW policies and processes.
  • Lead, plan and manage permit review projects for various industrial sectors to ensure the sites comply with the requirements of the Industrial Emissions Directive.

Delivering results

  • Plan and complete within statutory timescales; the determination of complex applications for environmental permits from a range of process industry sectors; including combustion, waste treatment and waste incineration, chemicals and metals.
  • Consult with and process information and data from internal and external experts to inform on permitting decisions.
  • Represent NRW Permitting Service and work with individuals, NRW sector groups and external organisations to ensure effective consistent regulatory approach throughout Wales and England.

Building relationships

  • Build effective working relationships with relevant individuals within NRW, other UK competent authorities and external stakeholders to ensure that the value of the Permitting Service’s contribution to NRW’s regulatory role is maximised.
  • Build effective working relationships with operational teams to; assist in workload planning, support pre-application discussions for a range of process industries and influence pro-active management of communication for high public interest sites.

Ensuring effective governance

  • Ensure that determination assessment work and input from other parties is clearly documented, so that permitting decisions are transparent and consistent.
  • Ensure effective records management throughout the determination process to allow efficient preparation of defence against legal challenges to permit decisions.
  • Support the team to achieve relevant key performance indicator targets, ensuring that good practice and lessons learned are captured and shared.
  • Work with the team leader in identifying risks to delivery of effective permits within statutory timescales.
  • Support continuous improvement in efficiency and effectiveness, to deliver better ways of working which support business, customer and environmental needs.

Developing people and teams

  • Work with others within NRW to improve knowledge and understanding of Permitting Service responsibilities and ways of working, to ensure the efficient delivery of environmental permits.
  • Mentoring and coaching of colleagues within NRW Permitting Service as well as operational teams, in relation to process industry permitting. 
  • Contribute to the development and implementation of tools and techniques to allow effective training of colleagues, thereby ensuring future technical resilience and expertise of the team.

Job Specific Criteria:

  1. Education to degree level or equivalent in a directly relevant scientific discipline; preferably Chemistry, Engineering or a related Environmental Science (essential)
  2. Proven coaching and mentoring skills (essential)
  3. Strong customer focussed approach to delivery (essential)
  4. Effective planning and organisational skills (essential)
  5. Effective communication skills (essential)
  6. Experience of working in process industry, regulation or environmental consultancy with the application of relevant environmental legislation to the regulation or operation of process industry sites (essential)
