About the ECO Project

In partnership with Lewisham Council and Retrofit Works, South East London Community Energy (SELCE) are working to combat fuel poverty while addressing climate change. The ECO Project aims to identify hard to reach individuals who are suffering from health, financial and wellbeing issues from living in a cold home, who may not know about the support available to them. This service actively seeks out and offers support to these members of the community, connecting them with financial and advice services in south east London. This multi-sector collaboration maximises the strengths and benefits of each organisation to create a self-sustaining needs-lead approach to tackling fuel poverty.

About the role

As the Outreach Officer, you will be the engagement lead for the Project. You will be responsible for finding those households at risk of fuel poverty who can most benefit from existing and emerging support and funding. This is a job for someone that understands communities and grassroots media both online and offline can be used to raise awareness. This role is for someone who can provide information, motivation and support to people from a range of cultures, genders, religions, race, nationalities, abilities and ages. You’ll be working, often with some very vulnerable people so the role requires someone empathetic with a high degree of emotional intelligence and personal resilience.

As part of a small organisation, you will be supported by the SELCE Board while working closely with a committed and passionate team including the line manager, technical lead and a group of volunteers. However, as part of a collaborative project, you will also work closely with our partners at Lewisham Council and Retrofit Works.

The responsibilities of the post holder will be to:

  • identify households at risk of fuel poverty that can benefit from grants supporting the installation of energy efficiency measures through:
    • targeted door-knocking
    • workshops with community groups
    • working with front line staff (such as health visitors or community workers) to enable them to appropriately refer clients to the project
    • selective use of social media (and other community media channels)
  • make an initial assessment of whether clients are: (a) eligible for funded energy efficiency measures; and (b) in need of home energy improvement
  • recruit, supervise and train a team of volunteers to support the project
  • liaise with a network of local authorities and community sector organisations who are working together to alleviate fuel poverty
  • liaise with clients and to support them through the retrofit process
  • liaise with other members of the team and report outputs of the project on a regular basis to project partners

Person Specification


  • Demonstrable experience of community outreach and engagement work. This includes demonstrating an active lead role in communicating a message which inspired action amongst vulnerable members of the community.
  • High commitment to personal integrity, empathy, respect and sensitivity to different cultures, genders, religions, race, nationalities, abilities and ages.
  • Flexible and adaptable to a variety of working arrangements with proven experience working in teams, independently and with multiple stakeholders.
  • An appreciation of legislation relating to general data protection and safeguarding of children and vulnerable adults.
  • Experience in working effectively with volunteers.
  • Competent in the use of IT including proficiency in Microsoft Excel, and social media applications.
  • A willingness and ability to travel across SE London ideally by bicycle or a combination of bike and public transport.


  • An understanding of household energy and thermal efficiency measures as it relates to fuel poverty
  • A qualification in giving energy related advice such as Level 3 City and Guilds Certificate in Energy Awareness
  • A first aid qualification
  • An ability to communicated in languages commonly spoken in communities in SE London
