Background

Local Energy Scotland is a consortium that helps communities develop local renewable energy projects as part of the Scottish Government's Community and Renewable Energy Scheme (CARES). Scarf is a part of that consortium, delivering the scheme in the north east of the country.

The Role

The role (full title: CARES Local Development Officer) will be responsible for providing free and impartial advice and assisting communities, rural businesses and landowners to understand renewables, develop community initiatives and apply for and manage funding.

Key Responsibilities

  • Advise and support local community groups and rural businesses to help them build their own renewables schemes;
  • Provide local community groups and rural businesses with appropriate funding and other financial and non-financial advice;
  • Work closely with the CARES Team across Scotland and with other colleagues across Scotland where appropriate;
  • Promote CARES to community groups, rural businesses and partner organisations;
  • Meet agreed targets whilst delivering an excellent standard of service;
  • Maintain accurate and up-to-date records, complete reports and administration duties within deadlines.

Qualifications and Skills Level

  • Degree or equivalent qualification or the ability to operate at this level;
  • Experience in financial modelling;
  • Knowledge of the renewable energy sector including planning, grid connection and site acquisition processes;
  • Knowledge of the community sector;
  • Excellent IT Skills;
  • Excellent customer engagement and presentation skills.

Additional Requirements

  • Must be able to work outside normal hours as required;
  • Based in Aberdeen area, but also having flexibility to cover other areas (including North Isles) in Scotland on occasion as required;
  • Must have a full clean driving licence;
  • Access to own vehicle for business purposes is preferable;
  • Subject to a Basic Disclosure check;

Additonal Duties and Responsibilities

Advise and support local community groups and rural businesses to help them build their own renewables schemes:

  • Provide impartial and relevant advice to assist communities, rural businesses and landowners to understand renewables and develop community initiatives;
  • Provide ongoing support to local community groups and rural businesses to help them build their own renewables schemes;
  • Attend meetings with groups as required;
  • Maintaining regular and clear communication with groups and businesses you are supporting.

Provide local community groups and rural businesses with appropriate funding and other financial advice:

  • Advise on CARES funding, eligibility criteria and provide support through any application process;
  • Advise on other appropriate sources of funding which may help support the implementation of their local schemes;
  • Provide financial modelling and assist in getting projects to financial close.

Work closely with the CARES Team across Scotland:

  • Undertake tasks for the Local Energy Scotland wider team from time to time as agreed with Project Support or Programme Manager;
  • Contribute to the development of resources and initiatives within the CARES scheme;
  • Contribute to a positive team environment.
  • Participate in periodic and regular CARES team meetings.

Promote CARES to community groups, rural businesses and partner organisations:

  • Deliver presentations and represent CARES at local promotional and networking events;
  • Work with partner organisations in order to raise awareness of CARES to increase the uptake of the assistance;
  • Proactively target local community groups and rural businesses with the potential to benefit from CARES.

Meet agreed targets whilst delivering an excellent standard of service:

  • You will be responsible for achieving local targets for the number of communities advised, loans and grant applications submitted;
  • Share best practice and learning with the network of local Development Officers in Scotland to ensure the network achieves its advisory and funding targets;
  • Provide an excellent standard of service to customers, stakeholders and funders.

Maintain accurate and up to date records, complete reports and administration duties within deadlines:

  • Ensure successful projects/schemes are accurately recorded in the Public Register of Community Benefits from Renewables;
  • Ensure that all applications, paperwork and administration duties are accurate, up to date and within required deadlines;
  • Maintain a high standard of written work and project appraisal.
