This dynamic organisation, an independent charity, promotes energy efficiency awareness and renewable energy in the domestic, business and community sectors throughout South West Scotland.

The Energy Agency has held the contract to manage Home Energy Scotland (previously known as Energy Saving Scotland advice centre) for South West Scotland since 2008. This is part of a Scotland wide network of centres, funded by the Scottish Government and managed by the Energy Saving Trust.

The Energy Agency is also part of a consortium which successfully secured a contract to deliver the Resource Efficient Scotland advice and support hub. This service is part of the wider Resource Efficient Scotland programme which is funded by Scottish Government and the European Regional Development Fund and delivered by Zero Waste Scotland. As part of this contract the Energy Agency will employ an Implementation Advisor to deliver advice to customers in the local authority areas of North, South and East Ayrshire and Dumfries and Galloway covering all aspects of the Resource Efficient Scotland service.

Salary: Grade 2 Level 7- 8 (SCP 49 -55) £24,090 - £26,316 per annum plus contributory pension.

Contract Length: Subject to satisfactory performance, contract length will be determined by the period of the contract. In the first instance this is until 31 March 2018.

Responsible to: Implementation Team Manager

Primary Purpose: The implementation advisor is responsible for the effective delivery of the Resource Efficient Scotland advice and support service at a local level.


The Ricardo Energy & Environment in partnership with Energy Saving Trust, the Energy Agency and other Home Energy Scotland contractors have been awarded the contract by Zero Waste Scotland, on behalf of the Scottish Government and the European Regional Development Fundto deliver the Resource Efficient Scotland advice and support hub. This service operates alongside the Home Energy Scotland advice centre.

Zero Waste Scotland has awarded a £2m p.a. contract to Ricardo Energy & Environment for the delivery of a one-stop advice and support service. Ricardo Energy & Environment have been delivering this service since April 2013 and the current contract runs until March 2018.

The Resource Efficient Scotland advice and support hub helps Scottish organisations reduce energy, water and raw materials costs and associated environmental impacts. The service provides free support, training and access to funding to help organisations implement resource efficiency measures. It operates a telephone and web-based advice service, staffed by resource efficiency experts and provides managed support such as on-site consultancy visits.

Zero Waste Scotland estimates that Scottish organisations could save £2.9bn a year by taking simple steps to cut energy, water and raw material use - around £7,000 for every organisation in Scotland.

Main Objectives and Goals:

  • Act as first point of contact at a local level for the Resource Efficient Scotland advice and support programme
  • Deliver advice and support service at a local level including: responding to enquiries from businesses and other organisations through telephone calls, written correspondence, face to face meetings, on-site visits and events; helping organisations overcome the barriers to implementation; recording activity on the customer database and ensuring the achievement of performance targets.
  • Proactively encourage and support the implementation of measures including the commissioning of specialist support to assist customers
  • Promote the Resource Efficient Scotland programme both in terms of making public presentations and also contacting local businesses and organisations by telephone.
  • Identify opportunities for and co-ordinate regional business cohorts, where there are shared interests such as businesses operating on the same industrial estate, or with a shared interest in a particular technology
  • Encourage the take up of centrally provided support available through the telephone helpline, the website, relevant publications and through the training/capacity building programme
  • Maintain up-to-date knowledge of the local area, including local partners and suppliers of environmental goods and services operating in the area
  • Proactively engage with local partners to encourage participation in Resource Efficient Scotland
  • Make referrals to delivery partners and to other support programmes as required
  • Maintain an up-to-date knowledge of resource efficient technologies and associated market knowledge
  • Maintain an up-to-date knowledge of the commercial environment and policy context in which the customers operate
  • Play an active role in the wider delivery of the Resource Efficient Scotland service as required
  • Take an active role in the Energy Agency and where required assist in the delivery of other programs.

Person specification



  • Degree level and/or relevant work experience relating to the role


  • Project Management or equivalent qualification



  • Experience of advising businesses and other organisations
  • Experience of promoting services to businesses


  • Proven ability and experience of giving advice on resource efficiency
  • Proven ability and experience of the provision of advice on business cases and securing finance
  • Project management experience
